General Eduroam information:

Eduroam (Educational Roaming) is an implementation of an infrastructure which facilitates roaming educational users to gain Internet access at other member sites by authenticating against a server hosted at their own institution. Network access at member sites is via 802.1X.

Eduroam facilitates an easy and transparent Internet connection for roaming users at member sites.

In a nutshell, Eduroam allows I.T. Carlow staff and students to logon onto Eduroam networks at other educational institutions using their I.T. Carlow username and password.
